PETARC, Moolamattom-ISO 9001:2015 Certified (CEA Accredited Category 1 Training Institute)
PETARC is a full-fledged training center of KSEBL formed in the year 1989 for imparting technical, financial and management training to the Engineers and other officers of KSE Board Ltd through Induction Cum Statutory, Capacity Building and Refresher programs. Presently this center has got national recognition from the Central Electricity Authority as a Category 1 training institute for conducting training for Engineers in Hydro Generation, Transmission, Distribution and Power Management wings. PETARC is located at Hydro Electric Power campus at Moolamattom, Idukki, which is having two Air Conditioned lecture halls and one Conference hall with latest training aids, Computer Training lab facility, Library and Faculty rooms. It has a full-fledged hostel with 20 single rooms 17 double rooms, 1 Warden Room, Separate room facilities for Faculties(4 Nos) and a Circuit House Annex containing 6 rooms with 3 beds each.
Ministry of Power, New Delhi vide letter No.12/21/2015 T&R (C No.225428) dated 14.06.2023 from the Under Secretary (DVC/T&R), Ministry of Power(T & R) Section, New Delhi granted renewal of recognition to PETARC as Category 1 Training Institute in the field of Hydro, Transmission, Distribution and Power Management for four more years with effect from 1st December 2022 to 30th November 2026, based on the recommendation of the CEA team who visited PETARC on 23rd May 2023.
PETARC has a Model Room situated near the KSRTC Bus Stand at Moolamattom displaying the first Hydro Machine installed in the old Pallivasal Power House in 1940s comprising of 5 MW Horizontal type Pelton Wheel and its Generator parts. A Photo Gallery is also displayed in the Model room showing the various construction stages of Idukki Arch Dam, Cheruthoni and Kulamavu dams and Underground Power House at Moolamattom.
PETARC also has a Model Park near to Circuit House at Moolamattom displaying collections of Electrical and Turbine parts from various Generating Stations
PETARC has received internationally recognized ISO 9001:2015 Certificate on Quality Management Systems on 27th December 2022 based on the compliance of quality in the system of works adopted in the institute and its hostel. Based on the new Quality Policy, PETARC Moolamattom is committed to “impart quality training to participants to enhance their skill and efficiency to accomplish their organizational goal and to the satisfaction of their superiors and employers. This will be achieved by continually improving our infrastructure, course contents, methods, procedures, and training the faculties”.
On 15th February 2023, the Chief Engineer (HRM) inaugurated the new building having Air Conditioned Seminar Hall and Model Room at PETARC with a seating capacity for accommodating 99 numbers of trainees with a big LED wall for watching visual presentations very clearly even from back seat by the participants.
PETARC has been training about 4000 officers per year for the last 33 years. PETARC has been conducting Induction Cum Statutory Training programs for newly recruited Assistant Engineers(Electrical) and Long term Statutory Training Programs for in-service Assistant Engineers/Assistant Executive Engineers as per the Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations 2010.
For the Implementation of “Learning Management System (LMS)” in KSEB Ltd, an online training program, PETARC plays major role in arranging faculties for preparing visual aids, lesson plan, questionnaire and monitoring LMS activities in RPTIs
Other than Engineers in KSEBL PETARC is also conducting training to Graduate Engineers, Faculties in Engineering Colleges and Electrical Engineers from other organizations on payment basis.

RPTI Thiruvananthapuram is located at Chackai, opposite to Thiruvananthapuram International Airport, about 5 km from the Central Railway Station, Thiruvananthapuram. RPTI Kozhikode
Regional Power Training Institute, Kozhikode is located adjacent to Vydyuthi Bhavan Building which is hardly 50 meters away from the charming Kozhikode Beach. It has 1 airconditioned lecture hall with seating capacity 40 and one airconditioned computer training hall with seating capacity 24. All latest training amenities are provided in both the training halls.Dining hall for trainees is arranged at the ground floor of the centre. There is a dormitory attached, in which 27 trainees can be accomodated at a time. One airconditioned faculty room is also available.Centre is only 2.9 Kms from Kozhikode Railway Station and only 2 Kms. from KSRTC & Private Bustand. Easily accessible by City bus/Auto. It is very near to SM (Sweet Meat) Street, a 160 year heritage shopping street located in Kozhikode which is a pedestrial zone.

Southern Region Computer Training Center (SRCTC) is located at 3rd floor, Vydyuthi Bhavanam, Thiruvananthapuram. It has one A/C lecture hall/Computer training facility with latest training aids. Different types of trainings are designed based on actual requirement.
Induction Level Training Programme
In KSEB Ltd, induction level trainings are given to all the entry cadres, including field training, as per the Board Orders
Assistant Engineer (Civil)-15 Days class room training and 30 days field training
Divisional Accountant (Newly Recruited)- 14 days with 6 months field training,
Sub Engineer -49 days,
Cashier - 5 days,
Meter Reader – 3 days,
Electricity worker – 15 days in 3 phases (5 days each).
Orientation Training Programme
Orientation Training Programmes are given to all categories on promotion up to the level of Executive Engineers.
Refresher Level Training Programmes
Refresher Trainings on different areas are being given to all categories as per the specially designed training calendar and standard syllabus. Trainings are also given on need basis.
Management & Supervisory Trainings
Management Development Programmes are being arranged for the officers up to Deputy Chief Engineer level at PETARC,Moolamattom.Supervisory Development Programme to the Supervisory cadre is conducted at all the
training centers.
Training on Commercial Accounting System
These types of trainings are imparted to all categories based on requirements.

Computer Based Trainings
To keep in pace with the escalating computerization activities in various fields of KSEBL, need based computer training is given to all staff and officers.
These trainings include specialized programme on LT Billing Software - Oruma NET, SARAS Accounting Software, HRIS Software, Supply Chain Management Software, Customer Care Center Software, e-Tendering, ERP (Samagra) etc in addition to programmes on computer literacy.
Statutory Training Programme (Generation)
This 15 months training programme for the operation of Generating Stations, is conducted as per clause 6(sub clause 3) of the Central Electricity Authority (Measures relating to Safety & Electric Supply) Regulations 2010. This programme is imparted to about 20 to 25 Assistant Engineers at PETARC, Moolamattom through a fifteen months in house/practical and field visit training programme as per the syllabus approved by the Central Electricity Authority. Ten batches have already completed this training.
Statutory Training Programme (Transmission)
This 10 months statutory training programme on Transmission is being conducted as per the clause 7 (3) (syllabus in schedule II/Part 2) of Central Electricity Regulations 2010. The training schedule consists of 10 modules of 8 days duration each month. The course covers all aspects of Power Transmission System, Load Dispatch system, Substation Design & Construction, SCADA, Relay & Protection and Management topics. This includes tutorial sessions at PETARC, inplant sessions at major Substations, Load Dispatch Station, Power Equipment, Testing and Relay wing. First batch has successfully completed this training.
SAFETY Training programes.
In order to achieve high level of safety consciousness and zero accidents, all employees are periodically trained on safety standards and procedures to eliminate the risk of injury to themselves and the public. By keeping in view of the above, several safety programmes are being conducted at all the training centers of the Board.
National Training Programmes
KSEBL has been systematically conducting National training programmes for the C&D group employees with the financial assistance of Ministry of Power, Government of India from 2009 onwards. KSEBL has executed MoU up to 2022 with Rural Electrification Corporation (REC), the nodal agency for implementing the programmes under DDUGJY scheme. As part of the Capacity Building Programmes under R-APDRP scheme of the Ministry of Power, Government of India, KSEBL has also executed MoA with Power Finance Corporation (PFC), the nodal agency for implementing the scheme and conducted programmes from 2010 onwards.

Training of Trainers Programme is being given to the capable hands as part of developing Trainers to share the best practices and learning within the utility.
Other programmes
Some programmes are conducted to cater to the training needs of other organization by sharing the expertise of KSEBL in various fields. Training programmes are also conducted for outside organizations on payment basis. Our clients include Thrissur Corporation, Polytechnic College, Kalamassey, Faculty members and post graduate students of Engineering colleges etc.
UNDER EXTERNAL TRAINING PROVISION
As part of utilizing the expertise of other reputed training institutes, KSEBL deputes its employees to premium training institutions like ESCI, Hyderabad, CIRE Hyderabad, CPRI Bangalore, NPTIs, PSTI, Bangalore, PMI Noida, TNEB Madurai etc as per the specific guidelines.
Officers are also nominated for specialized programmes conducted by Institutes like IMG, Thiruvananthapuram, College of Engineering, Trivandrum, Energy Management Centre, etc.,
Selected employees are also trained in hotline maintenance at Hotline Training Centre, (NPTI Bangalore). Certification training for LD operators is also arranged periodically at SRLDC, Bangalore.
A MoU has been signed with NTPC School of Business (NSB), NOIDA on 09.05.2022 for a period of 2 years for continuous learning and training programs for enhancing the competencies and skillsets of KSEBL officials, with a special focus on broad techno-managerial domains as identified by KSEBL. Trainings for 3 batches consisting of 30 Middle Level and Senior Level Engineers each were conducted on managerial skills.
The Officers, who are intending to be considered for participating in external training programmes, relevant to their job can submit the duly filled nomination forms to HRD Cell, through their concerned Chief Engineer at least two weeks in advance. The details of forthcoming programmes are published in our website every month.

Learning Management System (LMS)
The implementation of an IT Based Learning Management System that enables to host e-learning courses and deliver them to officials of KSEBL on the computers or smart devices has been undertaken. A Learning Management System (LMS) on Moodle platform was configured and course videos are prepared and on-boarded to the LMS by the co-ordinated effort of the Media Officer and officials of PETARC, RPTI and HRD Cell. Soon these courses will be delivered to officials in addition to the classroom trainings.
Power Voice Youtube Channel
A Youtube channel ‘Power Voice’ was released on 26.10.2021 in which short training videos are made available for the employees to enable them to enrich their knowledge and update their skills. A total of 165 videos are uploaded in the channel with the co-operation of the O/o the PRO, Media Cell, RPTIs, PETARC and the avidity and initiative of KSEBL employees. Many employees took good effort to prepare and share the videos based on their knowledge, valuable experience and skill. Also many employees have appreciated the concept and conveyed that the training videos are perceived to be helpful and beneficial to them. In order to continue the uploading of videos in the youtube channel, continued co-operation is solicited from all employees, O/O the PRO, Social Media Cell, training centres of KSEBL, Project Heads etc. Employees can make videos on any aspect which can benefit KSEBL employees and can be sent to hrdkseb@gmail.com with the details of the maker. Training for Electrical & Electronics Graduate Engineers
PETARC is conducting training for Graduate Engineers on payment basis. The training is unique in nature as it is given by faculty who have hands-on expertise in Power Systems. The attraction of the training is that they get an opportunity to visit Moolamattom Powerhouse also. The food and accommodation of the trainees will be taken care of by PETARC .
