RDSS – Revamped Distribution Sector Scheme (RDSS) – Ongoing Project

RDSS, the Revamped Reforms-based and Results-linked, Distribution Sector Scheme seeks to improve the operational efficiencies and financial sustainability, by providing financial assistance to DISCOMs for strengthening of supply infrastructure based on meeting pre-qualifying criteria and achieving basic minimum benchmarks in reforms.

The Revamped Distribution Sector Scheme has the following parts:

                   Part A – Metering & Distribution Infrastructure Works:

Metering: Facilitating in installing Prepaid Smart meters for all consumers along with associated AMI, communicable meters for DTs & Feeders, ICT including  Artificial Intelligence (AI), Machine Learning (ML), etc. based solutions for power  Sector and a unified billing and collection system

Distribution infrastructure works: as required for strengthening and modernizing the system as well as measures for loss reduction, including Disaster Resilient Infrastructure Works as specified in the Disaster Management Plan for     Power Sector issued by Central Electricity Authority with the end objective of reducing losses and ensuring 24 x 7 supply.

                   Part B - Training & Capacity Building and other Enabling & Supporting Activities

Objectives of RDSS:

          Main objectives of the scheme are to:

• Improve the quality, reliability and affordability of power supply to consumers through a financially sustainable and operationally efficient Distribution Sector.

• Reduce the AT&C losses to pan-India levels of 12-15% by 2024-25.

• Reduce ACS-ARR gap to zero by 2024-25.

          The state-wise targets for each year will depend on their current levels of AT&C losses and ACS-ARR gap. Accordingly, the Action plan formulated by the KSEBL in consultation with the Nodal Agency (PFC Ltd, New Delhi)/Ministry of Power was submitted to the Nodal Agency on the recommendation of the Distribution Reforms Committee (DRC) and with the approval of the State Cabinet.

Sanction for the Phase I  - Distribution Infrastructure works (System Loss Reduction      works (Distribution & Sub transmission)) and  Smart metering (Consumer & System       metering) under RDSS - DPR sanction of Ministry of Power, GoI  for Rs 10475.03Cr was communicated by the Nodal Agency on 24.03.2022 . Tendering for the sanctioned infrastructure works is in various stages and some works have been awarded.

Phase II -  Modernizations & System Augmentation works – DPR will be sanctioned only after KSEBL qualifies in the Result Evaluation for the target parameters set for FY 2021.The sunset date for the scheme will be 31.03.2026, the works executed beyond which will not be eligible for release of Central Government grant. KSEBL has taken up with GoK for approval of DPR for the second phase sanction
