Transformer and Meter Testing Repair (TMR) Units in KSEBL

Overview

Distribution transformers and Energy meters are equipment in the distribution network that is highly critical and strategically important as far as the core business of KSEBL is concerned. The operational performance, life of distribution transformers, and accuracy of meter or metering equipment installed in the system have a direct correlation with the financial well-being and growth of KSEBL as a power distribution utility. Given the strategic importance of this equipment, five TMR units have been established throughout the state for the maintenance and testing of transformers and meters.

The administration of the TMR Division is headed by an Executive Engineer. There are three subdivisions and a store under the Division as follows:

  1. Transformer workshop subdivision
  2. Meter testing Laboratory Indoor
  3. Meter testing Unit Outdoor.
  4. TMR Store

Functions of the wings under the TMR Division:

1. Transformer workshop

  1. Repairing faulty distribution transformers (15KVA to 500KVA) from the field offices.
  2. Overhauling aged and unhealthy transformers from the field.
  3. HV coil winding works by using the winding machine.
  4. Washing, painting, and labeling of repaired transformers.
  5. Sample testing of transformer oil as per the request of consumers.
  6. Filtering of used transformer oil.
  7. Acceptance test of SCM purchased new transformers and repaired transformers.

2. Meter testing Laboratory Indoor

  1. The lab conducts an acceptance test on a new Energy meter purchased by CE SCM, a meter brought by consumers.
  2. Testing of LT –CT unit, HT & EHT meters, and repaired meters (GPF).
  3. Testing of challenge meters from the field offices.
  4. Downloading meter data.
  5. Testing of meters, as per IS 13779 & 14697

3. Meter testing Unit Outdoor

  1. Effecting new HT/EHT service connections and Solar connections.
  2. Attending breakdown/failure issues and replacement of HT/EHT metering equipment.
  3. Testing of HT CT, PT, and Outdoor type CT-PT units.
  4. Conducts field inspection regularly once a year in all HT consumer premises.
  5. Conducts field inspection once in 6 months for all EHT consumers.
  6. Conducts Classes in HT metering and related activities.

4. TMR Store

  1. Receives various types of new energy meters, Transformers, CT – PT units, and other related materials purchased by CE SCM.
  2. Receives faulty Transformers, meters, and metering equipment from fields.
  3. Issues allocated materials to various stores physically and through the Material handling portal of KSEBL.
  4. Initiate the action for survey reporting and do the auction/tender procedure.
  5. Acts to coordinate all the housekeeping and security activities of the TMR Division.
