EV charging stations.pdfAs per the tariff order issued by the State Electricity Regulatory Commission, the electricity bill has two parts. Fixed charge and energy charge. Tariff Order 6.24 reads, "The basic principle behind fixed charge in two-part tariff is to recover part of the fixed cost of distribution licensees through fixed charge/demand charge." That is, the fixed costs of the distribution license are reflected in the tariff as a fixed charge. For example, KSEB has entered into power purchase agreements with several power projects in the country. Capacity charge is required to be paid at the contracted rates whether electricity is purchased from these places or not. Such expenses of a fixed nature are included in the tariff as a fixed charge.
Energy charges are calculated based on how much electricity is used in a billing period. Energy charge is calculated in telescopic style for domestic customers (if monthly usage is less than 250 units). This is a way of charging more electricity for those who consume more electricity. In non-domestic categories, the energy charge is calculated by multiplying the total unit consumed by the per unit rate. (The current electricity tariff prescribed for each category is available in the Tariff Gazette dated November 2, 2023.)
Does KSEB also charge the cost of the meter while providing electricity connection? Then why charge meter rent on every bill? Many people doubt it.
The Electricity Act does not allow charging of metered charges while providing electricity connection. KSEB does not buy it from any customer. They only charge for the work required to bring power to their building from the existing power grid. This does not include metered cost. As per the current tariff, only Rs.6 per month for single phase meter and Rs.15 per month for three phase meter are charged as rent. It should be remembered that a single phase energy meter costs around 1200 rupees in the market. If it is a three-phase meter, it will be around 4000 rupees. KSEB will also replace the meter free of charge if the meter is damaged through no fault of the customer.Now, if the customer feels that this monthly rent is too high, there is also a way to avoid it. The customer just needs to buy the meter from the market and get it tested in an approved lab to ensure accuracy and give it to the section office. Then no meter rent is payable.
It should also be noted that the meter rental is not based on any decision taken by KSEB itself. State Leaf "The licensee may charge a rent for the meter provided by it as per the rates approved by the Regulatory Commission" in the Kerala Electricity Supply Code 2014 - 68 (2) issued by the Regulatory Commission. Meter rent is accepted as per the condition. The rental rate is also fixed by the Regulatory Commission.
Electricity duty is a tax imposed by the government on the consumption of electricity. At present 10 percent of the energy charge is levied as duty. This amount is received by the distribution utility through the electricity bill and paid to the government.
