  1. The applicant should be the legal owner/legal tenant of the property/building.
  2. All recoverable dues in respect of the concerned connection have to be fully cleared.
  3. No objection certificate from the registered consumer/previous occupant of the premises/a person authorized by them should be obtained in the cases involving the transfer of a security deposit in the name of the applicant.
4. Fees applicable and payment options available
  1. SINGLE PHASE: Application Fee: Rs. 10/- plus GST; Processing Fee: Rs. 100/- plus GST.; IF/TF: Rs. 25 plus GST
  2. THREE PHASE: Application Fee: Rs. 10/- plus GST; Processing Fee: Rs. 100/- plus GST.; IF/TF: Rs. 50 plus GST

6. Online application processing procedure and process flow
  1. Create an account with KSEBL by registration in the KSEBL Web Self Service Portal - wss.kseb.in.
  2. Apply for Ownership Change by logging in and uploading the necessary documents.
7. Service timeline
  1. Change of the name of the consumer shall be effected within fifteen days from the date of receipt of the application with all necessary documents and the necessary fees, under intimation to the transferor and the transferee.
  2. The change shall be effected in the bill within a maximum of two billing cycles after acceptance of the application.
8. Comprehensive list of required documents
  1. Proof of Identity of the Applicant: Electoral Identity Card/Indian Passport/Driving Licence/Ration Card/Photo Identity Card issued by any Government Agency/PAN Card/AADHAR Card/Photo Identify Certificate from Village Panchayat or Municipality or Municipal Corporation).
  2. Proof of ownership or occupancy of the premises (Domestic):  Ownership certificate of the building issued by Municipal Corporation or Panchayat / Ownership or Possession certificate of the land issued by competent Revenue authority / Copy of title deed duly attested by a Gazetted Officer or KSEB Ltd officer /Copy of the Land Tax payment receipt issued by Revenue authorities issued within 1 year/ Occupancy certificate from Municipal Corporation or Panchayat).
    An applicant who is not an owner but an occupier of the premises/tenant shall furnish a no-objection certificate from the owner of the premises along with any of the documents listed above.
    Any one of the following documents (issued at the address mentioned in the application) can also be submitted as proof of ownership in place of the above documents.
    Residential Certificate issued by local body/Electoral identity card / Indian passport / AADHAR card / Ration card/ Photo identity card issued by any Government agency, most recent water or telephone or gas connection bill issued by Government company or agency / NREGP (Desiya Grameena Thozhil Urappu Padhathi) card
    Approved plan/building permit issued by the local body for Construction sites.

In case of transfer subsequent to the death of an original consumer, a Will or registered instrument or Succession Certificate or Legal Heirship Certificate or a document certifying revision in municipal or land records or any other proof of legal heirship supported by the death certificate of the original consumer can be used to prove the change in ownership.

3.  Proof of ownership or occupancy of the premises (Non-Domestic): Ownership certificate of the building issued by Municipal Corporation or Municipality or Panchayat or Township / Ownership or Possession certificate of the land issued by competent Revenue authority / Certified copy of title deed or lease agreement/letter of authorization from the Punja/Kole Special Officer in the case of agricultural connections for dewatering/ letter of allotment in the case of industrial estates or industrial parks or Special Economic Zones). An applicant who is not an owner but an occupier of the premises/tenant shall furnish a no-objection certificate from the owner of the premises along with any of the documents listed above. For the below-mentioned category of applicants, the following documents shall also be submitted along with the application form.

Agricultural connection: In the case of agricultural connections in Punja or Kole land, a letter of authorization from the Punja / Kole special officer is required. If water is to be pumped from state-owned rivers, canals, ponds, wells, etc, NOC from an authorized officer also is required
Non-domestic Kiosks, telecom towers, and temporary structures: NOC for kiosks or temporary structures from the Municipal corporation or Municipality or grama Panchayat or land development authority, or land-owning agency..


If Service Connection is required for juridical persons, e.g. company (proprietary or partnership), trust, educational institution, Government department or similar institution, a letter of authorization/resolution will be required along with proof of identity.


A letter of allotment from a competent authority is required for Service Connections in industrial estates/industrial parks or Special Economic Zones (proof of ownership is not required in this case)

4. Consent (in plain paper) for transferring ownership of the service connection (along with the security deposit), from the previous owner. If the applicant is unable to produce consent, he/she has the option to pay the security deposit afresh or produce an undertaking in plain paper agreeing to indemnify KSEB Ltd from any loss, damage and cost of litigation, which the Board might incur on account of transferring the ownership and an undertaking to the effect that he/she shall remit the amount of security deposit available at the time of transfer of ownership along with interest accrued on the same thereafter, if the previous consumer raises a claim on the security deposit at a later date.
